Very Old Cast Iron Railroad Jack/Tool

Very old, possibly cast iron, railroad tool, possibly an old jack. There are some identification marks. Either E9 or 63, also E8, the number 7 on the lift tongue. Please check out all of the photos and try and make out the information and condition for yourself. This tool stands about 9 3/4 inches tall, and approximately 7 3/4 inches long from the end of the lift tongue to the opposite end of the base. I don't know how this tool is to be operated and I did not try to figure it out. It weighs a little over 6 pounds as it sits. I may ship via FedEx instead of USPS depending on the shipping cost. Sold as is.
